MAKATI CITY, Philippines — September 18, 2025 — InfiniVAN, Inc., a fully-licensed Philippine telecommunications company and subsidiary of Tokyo Stock Exchange-listed IPS, Inc. (TSE: 4390), has officially signed a Memorandum of Understanding (MOU) with the Department of Information and Communications Technology (DICT) to jointly develop a high-quality, secure government network infrastructure across the Philippines.
This milestone marks the beginning of a transformative collaboration between the Philippine government and the Japanese private sector to strengthen the country’s digital backbone, improve cybersecurity, and accelerate nationwide connectivity under the National Broadband Plan (NBP).
Driving the Philippines’ Digital Future
Since its establishment in 2015, InfiniVAN has steadily expanded its telecommunications footprint, becoming the third-largest international data carrier in the Philippines through its participation in the City-to-City (C2C) international submarine cable system. The company’s completion of the Philippine Domestic Submarine Cable Network (PDSCN) in 2023 enabled it to extend services beyond Metro Manila and build a robust domestic backbone network.
With this MOU, InfiniVAN will work closely with DICT to integrate its existing and planned infrastructure with DICT’s own installed footprint to create a government-managed network, fully owned, operated, and managed by DICT. This will serve as a secure and resilient digital platform for efficient public service delivery, faster decision-making, and enhanced safeguards for national security.
Shigeki Nakahara, President of InfiniVAN, Inc., expressed his enthusiasm for this new chapter:
“This MOU represents more than just a partnership — it is a shared commitment to building a stronger, smarter, and more secure Philippines. By combining DICT’s vision with InfiniVAN’s infrastructure and Japan-grade standards, we are laying the groundwork for a truly future-ready government network that will serve generations to come.”
Strengthening Infrastructure and Human Capability
Beyond infrastructure, InfiniVAN will also provide training and knowledge transfer to DICT personnel, equipping them with the expertise to sustainably operate and manage the network. This initiative emphasizes not only infrastructure development but also encourages advantage in manpower support, leveraging Japan’s advanced telecommunications technologies and best practices.
A Strategic Role in Asia’s Evolving Communications Landscape
With its strategic location in Southeast Asia and growing connectivity initiatives, the Philippines is well-positioned to become a connectivity hub in the Indo-Pacific region. InfiniVAN’s parent company, IPS, Inc.’s participation in an upcoming international submarine cable project linking the Philippines, Japan, and Singapore (targeted to be ready for service by the end of Q1 2028) further reinforces this emerging role, ensuring secure, high-capacity data transmission for the years ahead.
