MANILA, PHILIPPINES — InfiniVAN Inc., a Japanese-Filipino telecommunications and ICT solutions provider, has entered into a cooperation agreement with Cybernetica AS, an Estonian technology company recognized for its expertise in secure digital government solutions. Under the partnership, InfiniVAN will represent Cybernetica in the Philippines, bringing the Estonian company’s technology, expertise, and experience in e-government and digitalisation to the Philippine market.
The cooperation agreement was signed in Tallinn, Estonia, with key representatives from both organizations and the Estonian government witnessing the occasion. Among the distinguished guests was Mariin Ratnik, Undersecretary of the Ministry of Foreign Affairs of Estonia. Also present was Ants Anupõld, Head of Sales and Business Development of Cybernetica. Representing InfiniVAN were Alex Aquino, Executive Advisor for Business Development and Strategic Planning; Shumpei Komatsu, NSLIP Business Unit Head; and Joshua Wan Remollo, DMS Head, LGU.
The collaboration comes as the Philippines continues to advance the digitalisation of public services. With a population of more than 110 million people spread across over 7,000 islands, the country presents a growing need for secure, reliable, and scalable digital government infrastructure. Through the partnership, InfiniVAN strengthens its capabilities beyond telecommunications and connectivity by working with Cybernetica to introduce proven digital government technologies and expertise to Philippine institutions.

According to Cybernetica CEO Oliver Väärtnõu, establishing a strong local partnership is an important step in expanding the company’s presence in Asia. “I am pleased that we have found a reliable partner through whom we can offer our technical expertise, research-backed capabilities and trusted services in the Philippines,” Väärtnõu said.
InfiniVAN’s Executive Adviser, Alex Aquino, noted that as the solution expands into the Philippine market, it is expected to become increasingly relevant to the government sector.

The agreement builds on the Memorandum of Understanding on digital cooperation signed between Estonia and the Philippines earlier in 2026, bringing the cooperation to the company level through the partnership between InfiniVAN and Cybernetica.
