InfiniVAN Inc. and BCDA Form Alliance for Optimization of the Luzon Bypass Infrastructure

InfiniVAN Inc. and Bases Conversion and Development Authority (BCDA) officially signed a lease agreement on March 11, 2026 at BCDA Central Office, BGC, Taguig, marking another step forward in digital advancement in the country.

The signing was attended by key leaders, including Koji Miyashita, CEO and President of IPS Inc.; Shigeki Nakahara President of InfiniVAN Inc.; Alejandro A. Aquino IPS Group Advisor for Strategic Partnerships and Business Development; Valenbert Juan Chief Finance Officer of InfiniVAN Inc; Engr. Joshua M Bingcang President and Chief Executive Officer of BCDA; Atty. Hilario B. Paredes Chairperson of BCDA. The signing ceremony underscores a shared commitment to maximizing national assets and strengthening digital infrastructures. 

AN ALLIANCE TO CAPITALIZE ON STRATEGIC DIGITAL INFRASTRUCTURE ASSETS

The agreement outlines a collaboration that allows InfiniVAN Inc. to maximize the underutilized Luzon Bypass Infrastructure — a government-initiated project to bolster internet connectivity in the country and designed as a key component of the government’s National Broadband Plan (NBP) — specifically the Poro Point Cable Landing Station (CLS) in San Fernando, La Union, as well as portions of the 240-kilometer underground fiber-optic conduit network connecting to the Baler, Aurora CLS facility. With InfiniVAN’s integration of the LBI into its backbone network infrastructure, landed international submarine cable capacities on both the eastern and western sides of Northern Luzon can now be cascaded all the way down to Zamboanga, the southernmost reach of InfiniVAN’s nationwide fiber optic backbone network infrastructure.

Koji Miyashita, CEO and President of IPS Inc., points out that the lease agreement is the beginning of a new chapter, highlighting the determination “to use this infrastructure as an open front door that will support future submarine projects across Asia and contribute to the region’s digital economies.”

He added that open cable landing stations in Poro Point and the future InfiniVAN Baler, Aurora facility will welcome multiple submarine cable systems and backhaul providers.

“This will encourage competition, collaboration, and innovation, including new non-telco players,” Miyashita continued.

InfiniVAN Inc., known for its high-grade fiber-delivered internet and currently the country’s largest internet service provider (ISP) enabler, will leverage its existing and expanding nationwide network to effectively deliver and support this collaboration.

Expanding Borders, Reaching Communities

In accordance with InfiniVAN’s mission and vision to overcome hidden obstacles and break down barriers to connectivity, this partnership also aims to expand network capacity to facilitate the entry of fledgling non-telco entities trying to enter the internet service provider market as envisioned the recently-enacted Konektadong Pinoy law.

BCDA President and Chief Executive Officer Engr. Joshua M Bingcang highlighted the broader impact of the collaboration.

“Through InfiniVAN, we will be able to bring more connections not just for the country but to the entire region in Asia. This will reach ordinary people. This will mean better learning opportunities, allow our children to experience faster internet connections, provide better tools for our small businesses, and create better platforms for investors who would like to invest in our economic zones.” Bingcang said.

Through this initiative, internet service costs could be reduced while improving service quality, secure network solutions, and network coverage could be expanded in order to reach previously hard-to-reach areas.
